Xuan's real estate project involves reclamation of the sea. This threatens the livelihood of the residents who rely on the sea to make a living. Shan is dispatched to stop Xuan and this encounter soon leads to them falling for each other. Out of his love for Shan, Xuan plans to stop the reclamation.
